Summary of the Ministerial Conference in Montreal
The Ministerial Conference on the Human Dimension of the Ukrainian Peace Formula in Montreal concluded with the approval of a Joint Communiqué containing the Montreal Commitment. This document represents a unified pledge from the international community to secure the return of all Ukrainian civilians, children, and prisoners of war from Russia.
Over 70 countries and international organizations joined forces to support Ukraine. They declared themselves firmly to increase pressure on Russia to protect civilian rights and uphold the Geneva Conventions.
The main provisions of the Montreal Commitment include establishing an international group to gather and verify information on the whereabouts of Ukrainian citizens unlawfully detained within Russian territory. Qatar, the Vatican, and South Africa were chosen as intermediary nations in negotiations with Russia; they will work to create safe conditions for the return of children and prisoners of war to Ukraine.
Conferees also committed to supporting Ukraine in the reintegration of those who returned. Additionally, through strategic communication campaigns, they will raise awareness about the unlawful detention and mistreatment of Ukrainian civilians and prisoners of war by Russia, as well as the deportation and forced displacement of children. International advocacy will be a tool to disseminate the truth about these human rights abuses.
The conference’s outcomes affirm that the international community is strongly prepared to support Ukraine in the return of prisoners and deported Ukrainians. Together, we will continue working to bring every Ukrainian citizen home, ensuring justice and security for the future of our country.
